Regional Greenhouse Gas Initiative

(RGGI)
Definition

A cooperative effort among several U.S. states in the Northeast and Mid-Atlantic regions to cap and reduce greenhouse gas emissions from the power sector. RGGI operates as a cap-and-trade program, setting a regional cap on carbon emissions, issuing tradable emission allowances, and using auction proceeds to fund energy efficiency, renewable energy, and other climate-related programs.
